Urban and Public Affairs Collection Development Policy

Purpose
The collection supports present and anticipated teaching and research in the broad field of Urban and Public Affairs and its subdisciplines. At present the central focus of the Department and the chief interests of the faculty are encompassed in the following areas: Urban Studies, Urban and Regional Planning and Public Administration.

All degree offerings are highly interdisciplinary in nature. Offered are Masters degrees in Urban and Regional Planning, Urban Studies and Public Administration, as well as the Ph.D. in Urban Studies. The Bachelor of Science in Urban Studies and Planning was approved by the Louisiana Board of Regents in the summer of 2001 as an outgrowth of an urban concentration offered in the UNO Bachelor of General Studies (BGS) degree.

The Bachelor of Science degree is designed to prepare undergraduate students for entry-level positions that assist urban and environmental professionals in both the public and private sector. The secondary objective is to prepare undergraduate students for urban and environmental professional or scholarly graduate degree programs in Urban Studies and Planning. The Master of Science in Urban Studies (MSUS) program offers training for persons who desire to enter the fields of Law, Journalism, Education, Law Enforcement, Business and others. The Master of Urban and Regional planning (MURP) program offers training in the planning of cities and regions with emphasis given to the social, economic, environmental, political and physical aspects and their interactions. Within the MURP program is offered a special concentration in Land Development which requires specific courses in real estate and land development. The Master of Public Administration (MPA) is an interdisciplinary program involving the Department of Political Science, College of Business Administration and College of Urban and Public Affairs which trains public sector managers and administrators. The PH.D. program in Urban Studies draws upon many Departments within the University, particularly from the College of Liberal Arts and the College of Urban and Public Affairs. Fields of specialization include:

  • Urban Development
  • Social and Cultural Change
  • Environmental Policy and Management
These fields are to be developed in one of the following three program tracks: Urban Affairs, Urban History, and Urban and Regional Planning.

In addition to the support for the specific degree programs of the College of Urban and Public Affairs, the collection, because of its broad interdisciplinary nature, also serves as a resource for undergraduate and graduate students and faculty members in other disciplines. Related departments and programs which include subjects of interest to Urban and public Affairs include Anthropology, Business Administration, Economics, Engineering, Geography, History, Political Science, Sociology and Women's Studies.

Languages
The primary language of acquisition is English. Materials in French are acquired on a selective basis, as a result of exchange agreements with the University of Montreal and the University of Paris. materials in other european languages are seldom acquired. material in non-European languages are not collected.

Chronological Guidelines
Primary emphasis is on the twentieth-century period in Urban Affairs, with a focus on the last 25 years. Some works on classical and historical topics such as city planning, public administration and urbanism are acquired.

Geographical Guidelines
Primary emphasis is on the urban areas of the United States, particularly Louisiana and the New Orleans metropolitan area, with secondary emphasis on Canada, Europe, Latin America and the developing nations.

Treatment of Subject
The following treatments of materials in Urban and Public Affairs are collected: Business Aspects, Computer Applications, Economics, History, Legal Aspects, Management and Administration, Political Aspects, Practice and Methods, Role of Government and Social Aspects.

Biographical and popular treatment of prominent figures in the fields of Urban and Public Affairs are selectively acquired.

Textbooks at the elementary level are not usually acquired. Textbooks at the advanced or professional level, such as the ICMA "Green Books" are acquired.

Types of Materials
Monographs, Federal and State Documents and Serials form the basis of the collection. Reference materials usually acquired include Bibliographies, Directories, Encyclopedias, Handbooks, Indices, Law Reporters and some Services. Geographical and Topical maps of urban areas are also collected on a selective basis.

Date of Publication
Current publications form the highest priority. materials from the most recent five years are emphasized. Some retrospective purchases are made on a highly selective basis.

Other Resources
Several special areas of the UNO Library serve as critical resources for the programs in Urban and Public Affairs. The most important is the Louisiana Collection which is constantly in use for research and teaching purposes. Other important areas are the Federal Documents Collection, in particular the Census material, and the Archives Collection for its material on local urban history. The Louisiana Collection at the main branch of the New Orleans Public Library is also am important resource for CUPA students.
